Developing an Integrated National Research/Researcher online space

Introduction:
This concept note serves as a basis for development of an Integrated National Research/Researcher Database for Uganda. This is one of the outputs required to operationalize the National Research framework (NRF). The concept describes the context and objectives of the project and rationale for the integrated national research/researcher database online platform.

The project will be led by Manager Policy Research and Innovation from NPA and a representative from NEMRA. It will include a team of institutional representatives and implementers.

The developer will be contracted by NPA and overseen by the technical team of
collaborating partners [NPA and NEMRA].

The project team will work collaboratively with other institutions and researchers to create awareness on the purpose and benefits of the national researcher database. The collaborators will include a consortium of researchers and policymakers from universities, the Government, businesses, and NGOs working to increase effective use of STI and social science research in Uganda and beyond. A board of directors for the database will be constituted.

The project will cover a twelve-month period from July 2021 – June 2022. The main activities are planning, stakeholder engagement as well as platform designing and development. See the table showing the timeframe and narration below:

A series of planning meetings have been and will be conducted by a joint team of members from NEMRA and the NPA. The objectives of the meetings are to harmonise expectations of both organisations, to draw a roadmap for the realisation of a national database, as well as to identify and engage the relevant stakeholders for the project.
